On May 31, 2011, the Health Council of Canada released Progress Report 2011: Health care renewal in Canada, which provides a pan-Canadian view on how governments are achieving their key commitments in the 2003 First Ministers' Accord on Health Care Renewal and the 10-Year Plan to Strengthen Health Care in 2004. How does the Health Council determine which questions to ask in its reports?

As a first step to determine where to focus our reporting efforts, the Health Council has developed Connecting with Others: A Scoping Methodology™. This methodology helps us determine - on a topic-by-topic basis - how we can make a unique contribution to knowledge in support of health care renewal in Canada.

During the scoping process we aim to:

Identify and consult stakeholders, researchers and subject matter experts to get their perspective on the topics we've selected,
Confirm data sources related to the topic area, and
Identify best practices and stories of success to share with others.

Through our comprehensive scoping methodology, we are confident that we've raised the appropriate questions, identified the gaps in knowledge, and profiled the best practices - all with the aim of improving Canadians' understanding of the important issues at play in health reforms across Canada.

Measuring Up: Do Health Care Systems in Canada offer High Quality Health Care?

"Do we offer high quality health care?" is a question commonly asked in primary health care offices, hospitals, provincial and territorial ministries of health and at a national level by politicians and the media. Despite being a common question, it is a complex one to answer.

The Health Council of Canada is currently exploring the various health indicators that are being reported on by a variety of public agencies in Canada to determine what is being measured, why and how these measurements are being reported. Findings from this work will be summarized in a Council report to be released later this year. The report will aim to answer the "quality question" at different levels within Canada's federal, provincial and territorial health care systems.
